How do we create policy to prevent stalking, sexual assault, and other crimes?  Oppression may cause crime.  The distribution of power leads to a status in society.   Social policy needs to be about education.

If you are a victim of sex trafficking call the police. However, if you are victimized by a law enforcement officer, call the Federal Bureau of Investigations or ask an attorney to tell you who you should contact if you are a victim of a sexual assault or sex related crime.  If you are victim of a sex crime, a prostitute, or a pornography actor or actress; you should contact an attorney and law enforcement.
