H.R. 539 Innovators to Entrepreneurs Act of 2019


116th Congress is  H. R. 539 "to require the Director of the National Science Foundation to develop an I-Corps course to support commercialization-ready innovation companies, and for other purposes" stated H.R. 539 Innovators to Entrepreneurs Act of 2019. 

The The National Science Foundation website defines nsf.gov  as " ... a primary driver of the U.S. economy, enhances the nation's security, and advances knowledge to sustain global leadership." Mr. Lipinski,  Mr. Webster of Florida, Ms. Johnson of Texas, and Mr. Lucas created the H.R. 539 Innovators to Entrepreneurs in the House of Representatives on January 14, 2019.  The Committee on Small Business and the Committee on Science, Space, and Technology stated H.R. 539 Innovators to Entrepreneurs Act of 2019 is the act's destination. 


I-Corps Teams grants, the Small Business Innovation Research Program, the Small Business Technology Transfer Program are programs for entrepreneurs and executives to use to do business in the science industry.  An I - Corps Course is needed to help the companies interested in expanding their science industry business relationships to conduct scientific research.  sbir.gov

Democratic Chairwoman Eddie Bernice Johnson of Texas is the head of the Committee on Science, Space, and Technology.  Their website is science.house.gov.  She is the first African - American woman to serve the position.
