The Federal Communications Commission's Incubator Program

The National Association of Black Owned Broadcasters introduced the incubator program to the Federal Communications Commission in 1990. Small radio and television stations in the incubator program, need to be mentored by a larger stations for three years.

Financial, technical and operation assistance from older radio and television stations to small new owners the radio stations is part of the program.
